Changhua County Government Cooperates with Executive Yuan Policy to Provide an Additional NT$100,000 Incentive for Households to Install Rooftop Solar Panels.

Changhua County, boasting the best sunlight hours in Taiwan, has achieved a nationwide leading position with a total renewable energy installation capacity of approximately 4 GW. To further support the Executive Yuan’s “Accelerated Household Rooftop Solar Panel Installation Plan,” the Changhua County Government will offer an additional subsidy of up to NT$100,000 per site. Households installing rooftop solar panel systems may receive up to NT$400,000 in combined subsidies from the central government and county government.

The Executive Yuan recently approved the “Accelerated Household Rooftop Solar Panel Installation Plan,” which provides an incentive of NT$3,000 per kilowatt for solar systems installed on private buildings with roof areas under 1,000 square meters. This four-year program is expected to encourage the installation of solar systems on 120,000 rooftops, with an estimated budget of NT$4.08 billion.

According to the Department of Economic and Green Energy Development, County Magistrate Wang Hui-mei is deeply committed to the issue of net-zero carbon emissions. She believes that promoting the installation of small-scale rooftop solar power systems on residential buildings will not only raise public awareness of carbon reduction efforts but also accelerate Changhua County’s transformation into a zero-carbon city.

The department stated that residents interested in applying for subsidies to install solar systems on rooftops within Changhua County must obtain prior approval for renewable energy generation equipment from the county government by the end of 2025. They must also complete grid connection and secure registration for the equipment by October 30, 2025. Subsidy applications will be processed based on the current equipment owner; if the equipment is transferred, the new owner will become eligible for the subsidy.

The subsidy provided by the county government is NT$5,000 per kilowatt, based on the registered capacity of the equipment, with a maximum subsidy of NT$100,000 per site (determined by equipment registration number). Subsidies will not cover systems with capacities below 1 kilowatt.

Eligible applicants include legal entities or individuals installing solar panels on residential rooftops (excluding cases where the same developer owns both the building and solar installation). Solar systems must be newly manufactured.
